Contrary to what City Manager Greg Nyhoff has stated, I believe that this will certainly lead to increased water rates in the future. Their hypocrisy knows no bounds. In this desperate financial bind the city finds itself in, it is willing to break all the rules. Who is out there guarding us against such misdeeds?  Apparently not much of anyone, judging from what has been allowed to go on, and on, and on.    Tux
