November 25, 2009 Is the McClatchy newspaper using the county employee retirement story as a distraction? After all, Michael Krausnick, Leslie P. Weidman, ReaganWilson, Ed Ridenour, and Ray Simon are gone. Editor Mark,”community watchdog” Vasche apparently did not know how the retirement system worked. The train on retirement has left the station. What is going on right now? *** Voice of Modesto can scoop the McClatchy news anytime it wants by telling the truth. Perhaps McClatchy can go to court to find out how much the Mike Zagaris Village 1 development cost the city in lost development fees. This Council will do Village 1 again. Why not? *** The following is a report from a Voice of Modesto correspondent. Watching tonight’s Finance Committee/Council Workshop was like watching a car wreck in slow motion. The Developers got what they came for. A committee will be established for the purpose of coordinating all development related fees. It's going to be packed with City staff and builders/developers. And, oh yes three members of the public the Staff and the council will get to choose. One of the most telling aspects was after the motion was passed by Marsh and Hawn (two developers, well one and a half) Olsen was absent, Steve Madison of the Building Industry Association got up to leave. As he got to the door he crooked his finger at Gregg Nyhoff City Manager and like a jack-in the box he leaped from his seat and went outside to confer (receive his instructions) from Madison. So despite or because of a token representation of (regular) citizens we're supposed to feel comfortable about Modesto's future. Well, we'll know more when they(the council) get around to voting on the annexations but I sure wouldn't bet against any of the measures A-E. November 21, 2009 Special Interview Craig Prescott’s mother, Marilyn, will be on the Morning Mayor at 9 am on Monday morning November 22, 2009. DA Fladager’s report on cause of jail death “doesn’t add up” The County’s contract pathologist, Dr. Eugene Carpenter’s report that Craig Prescott died of a heart attack “doesn’t add up” according to Dr. David Posey of Glenoaks Pathology Medical Group. Posey debunked the county autopsy report and said that Prescott’s heart responded to resuscitation and “with a very high degree of medical certainty” a heart attack was not the cause of death. Dr. Posey wrote that Prescott died from irreversible damage to the brain caused by sudden respiratory failure during the altercation with officials at the downtown Modesto jail. A person cannot go without oxygen for five minutes or more without causing severe brain damage. Craig Prescott’s mother, Marilyn, will be on the Morning Mayor at 9 am on Monday morning November 22, 2009. Christianson and Fladager are asking to be re-elected by Stanislaus County voters. *** No confidence in Shirvani Below are the results from the ballot on confidence or no confidence in CSUS President Hamid Shirvani. Of the 23 votes of confidence Shirvani received, how many were influenced by the support and endorsement of Mike Zagaris and Mayor Jim Ridenour in the McClatchy paper? Public Information Officer Kristen Olsen was not available for comment. President Shirvani,Committee on Committees has completed its count of the ballots for the vote of confidence or no confidence. The results are as follows: There were 264 valid ballots . 23 voted confidence in President Shirvani. 240 voted no confidence in President Shirvani. There was one abstention. There were 6 invalid (i.e., not signed) ballots. Of those, 1 voted confidence and 5 voted no confidence. There were 300 eligible voters. "Unfortunately, detached leaders tend to be more concerned with impressing outsiders than managing within. This is a fitting time because my topic is devoted to the managers who populate 1010 10th Street Place. You know, the seat (perhaps butt?) of our local government. I specifically mean the clever bureaucrats who schedule public employees’ time. Every year we have evidence that the only time we see regular maintenance of our neighborhood, is on a Sunday morning. The noisy and destructive heavy equipment that picks up and trucks off our autumn leaves, wakes us at ungodly hours and scares our two very large black cats into cowering under the covers. Yes, it is SUNDAY , the only day of the year they can work. Why is it that these wonderful civic servants are never able to do their job during a normal work day? Why is it that our leaves fall and migrate for 30 to 40 days, but are NEVER picked up Monday through Friday. They are ALWAYS picked up on Sunday morning. Why? Let me explain. You have heard of “pension spiking”. This is the ugly way your civil servants increase their pension benefits WAY beyond their salaries. This spiking allows an average city/county retiree, who earns about $75,000 annually, to retire with an annual pension benefit of $135,000. Why is this, you ask? Because pension benefits here in River City are based on the highest salary ever earned, not base salaries. Let’s look at a 45 year old city employee whose base salary is $75,000. If he/she can manage to “schedule” overtime to equal just an additional $50,000, during one year of his/her career, the resulting pension benefit in the FIRST year of retirement is $112,500. That does not include medical insurance and other benefits. But wait!! About 200 of the highest paid Modesto city employees are paid over $100,000. The vast majority of them (according to Modesto BEE stories) have a base pay well below $100,000. (If any official claims that I am incorrect, then I demand that they publish, in the BEE, the names, base salaries and total current pension benefits of the top 200 retirees in the City or County.) You read in today’s BEE (Page B-2, “Law & Order”) that a “grant” to MPD will “...fund overtime pay for officers...” who will ticket and detain primarily motorcycle riders. Well, it is all fine and good to use your tax dollars to fight the mounting motorcycle crisis, but who pays the price? Well, the “state Office of Traffic Safety” uses your taxes to pay today, but YOU are going to have to pony up the EXTRA money to pay pension benefits on that overtime. Let us not direct our ire at the rank and file who benefit modestly from these spiking deals. Remember that it is your city council, your city manager and his VERY highly paid managers who make these deals with the unions and themselves. The guy who is currently spreading leaf dust across my street, or the front end loader driver who is gouging the heck out of my asphalt, only gets maybe $5,000 in annual spike. But the boss who is forced to supervise multiple Sundays, might add $35,000 to $50,000 to this year’s income, and therefore to his retirement. And, he needs to do it in only ONE YEAR of his 30 year career. This is just one reason we must all contact our newly elected District Councilman AND your District County Supervisor, to condemn this unsustainable spiking of pension benefits. November 11, 2009 Volunteers to Plant Thousands of Daffodil Bulbs in City Park This is a great idea for the Monterosso Park. Perhaps some attention could be given to making the park monument visible from Scenic drive by changing the landscape plants. The next door neighbor, Mike Zagaris, is probably still upset at the parks naming. The six acre park was named when the city purchased the park from the Monterosso family at a discount of $600,000. The park purchase for $1 million “queered” the deal Zagaris had to sell the city the adjoining one acre of land that he could not build on for $400,000. Zagaris sought an appraisal of $700,000 for his one acre and offered to sell the one acre to the city if it was named for his father. Saturday, November 14, will be a good day for the city and the park. Only family and friends attended a monument viewing at the park. The city council, city staff, and the next door neighbor did not avail themselves of the excellent refreshments. Planting daffodils is a good way to dedicate the park. The planting will be led by the Hope Blooms Garden Club and Cub Scout Pack 14. The City's Poet Laureate, Ed Bearden, will mark the occasion by reciting an original poem he has written for the event. The Hope Blooms Garden Club, a community outreach program of the Memorial Medical Center Foundation, has adopted the trailhead planters in an effort to provide an annual late-winter display of intense color; providing hope that spring is just around the corner and, with it, new beginnings. Additional volunteers are needed for this event. If you are interested in volunteering your time, come to Pamela Monterosso Park at 9 a.m. on Saturday, November 14.
