HERE IS HOPING THE CITY EMPLOYEES GET PAID BACK SOME DAY MODESTO DECIDES TO USE EMPLOYEE BENEFITS FUND TO BUY SOFTWARE INSTEAD OF ILLEGAL TRANSFER FROM WATER FUND In a dramatic last minute turn around of intentions, the Modesto City Council voted tonight to take the money they need from the employee benefits fund, with promises of repayment. Bowing to intense pressure from the Stanislaus Taxpayers Association, and many private citizens, the City of Modesto has decided to take from the employees once again. Modesto City employees have been asked to give up much to keep Modesto solvent. Here is hoping that Modesto lives up to it’s pledge to repay this loan of money intended for the benefits of city employees. Many promises such as this have not been honored in the past, and the taxpayers always seem to have to pick up the tab for their deceptive ways. Much thanks to Dave Thomas, and the Stanislaus Taxpayers Association for their oversight on this matter, which has undoubtedly saved the taxpayers many millions of dollars in money that would have been illegally taken from our Water Enterprise Fund. The mere existence of this fund shows us that we all have been overcharged for our water by the City of Modesto. It is illegal for Modesto to charge us any more for water than it costs to provide the service. How the Hell do they keep getting away with highway robbery? Tux

THIS HAS TO STOP EDITORS NOTE: THIS IS A MUST READ. TELL YOUR FRIENDS TO READ THIS. SOMEBODY HAS TO STOP THIS CRIME FROM BEING PERPETRATED ON THE PEOPLE OF MODESTO. Dear Friends, if you ever needed evidence that there is some pretty warped thinking going on at City Hall, you only have to examine the latest scheme of the city council to steal your money. Let me summarize the “deal” they are going to perpetrate on Modestans tomorrow night. The Staff Report is attached. The council admits that it has a software management system that is just not working. Literally, they can not “...plan, control or account for the city’s financial activity...”. So, it has found a software maker who has taken pity on them, is offering a system that will solve all their problems, AND give them a 75% discount in the bargain. The discounted price is a mere $5 Million dollars. (Can you imagine rim running your car into the tire store, and he offers to replace your flat tire with a 75% discount? Do you smell the same rat that I do?) The problem is that the council has mismanaged the city funds to the extent that they have no money in Internet Technology Fund (ITF) to pay the $5 Million dollars. They also admit that the General Fund is “unhealthy”, i. e., they are broke. But WAIT!! They also admit that they have over charged you so much for your water, that they have a HUGE surplus in the Water Enterprise Fund and they do not need that surplus for many many years! That is right, the build-out of the projects adopted in 2004 ends in 2024. So, they have plenty of Water Fund money to transfer into the ITF and buy that fantastic software system. The really neat thing is that they actually do not have to pay the $5 Million back, ever. In fact, their plan is that they will not pay any principal back to the Water Fund until 2013, and then pay undefined principal and interest starting in 2014. Since the ITF is broke now, why would we think that it will be fat enough in 2014, to repay the Water Fund? But WAIT AGAIN!! There is something like $90 Million in the Water Fund, and it actually earns interest; a whopping 1.03% interest. WOW, yet more evidence of not very smart investing... But, and this is the most precious thing about this deal – the council is going to pay interest on the $5 Million!!! Yes indeed, in order to make the Rate Payer whole in losing the 1.03% interest, and to prove that this is a loan and not a theft, the ITF is going to pay the Water Fund 2.5% interest. That means that the Rate Payer loses 1.03 % plus pays 2.5%, meaning it costs the Rate Payer 3.58% for the council to steal this money. After all, the city council gets the money to pay everything from you and me. They cannot afford to pay for a software system, but they CAN pay $125,000 of “interest” on a loan from the Rate Payer??? Let’s assume you do the same deal; transfer $1,000 from your savings account, put it in your checking account, and spend it. But you lost 3% interest you were earning on your savings. Would you write a check for the lost 3% from your checking account and put it in your savings account? Where would you get the money? Hummmm. Is it possible that the Idiocracy would raise your water rates to cover the obligation to pay interest on the “loan”? I wonder in which Paradise these council people live? And there is nothing you can do about it, but you CAN pay for it. And you WILL pay for it. And they will NEVER have a General Fund that is so “healthy” that they can repay the Water Enterprise Fund. But they CAN raise your water rates to make up for the lost $5 Million. And they WILL raise your water rates. And they WILL raise your sewer rates. And the Idiocracy will roll on. Are you willing to work to change this? Dave

THINGS ARE LOOKING UP FOR THE TEN TON GORILLA BEE FOLLOWS BIG MONEY WITH CHRISTIANSON ENDORSEMENT After all those law suits, taser deaths, quarter million dollar horse trailers, failed decentralization efforts, the Modesto Bee has endorsed Adam Christianson for re-election as Sheriff of Stanislaus County. I think the Bee was basically forced strategically to do this thing. Big money has endorsed Adam Christianson for re-election, and the Bee must follow big money’s wishes in order to preserve advertising revenues. The Bee has done a marvelous job of informing the public about the multi million dollars of taxpayer money being spent to defend against law suits lodged against the Sheriff’s Department and Stanislaus County. Given these expenses, I do not believe that retaining Adam Christianson as our Sheriff is in the taxpayer’s best interest. The voters in our upcoming election must decide for themselves whether or not Adam Christianson deserves to be re-elected. Budgetary concerns make me feel that we are being hurt by the cost of defending Adam Christianson, and his Sheriff’s Department from discrimination law suits. I will be voting for Rob Jackson Tux

POLICE SHOULD QUIT BUYING VOTES 421 McHenry Ave - Modesto, CA 95354 - (209) 602-5634 Modesto Police Officers Association Political Action Committee CANDIDATE QUESTIONNAIRE Doug Ridenour Jr. Chair, MPOA Political Action Committee Dear Doug, As I look through your questionnaire I have to ask why the MPOA is politically involved in the contests for electing members to the Board of Supervisors. As an association, what do you want from me or any other candidate for the Stanislaus County Board of Supervisor that will help protect our taxpayers? For well over a decade I have advocated a disconnect between politics and law enforcement. I have not changed my position. Your endorsement of a successful Measure M made it possible for a commission to be created in order to raise the pay of Mayor Ridenour and the city council. In return, the Modesto City Council voted for a 9% pay increase to the police that they did not have. .They asked that you give it back to prevent police from being released and you refused. Was it was known that federal tax dollars were on the way. Recently, the Modesto Police Officers Association sent out robocalls endorsing Bessey for Judge. His newspaper ad shows a serious lack of judicial impartiality. Why are you doing this, and what do you expect in return? Is it appropriate for police unions to endorse Judge candidates? This is the same union that was marching with picket signs not long ago protesting the City Council’s proposal to take back a nine percent pay raise. This union is not organized to support public safety; it is organized to get maximum wages and benefits from taxpayers. Perhaps it is time to re-evaluate your “political power” in favor of public safety, and realize that taxpayer’s can no longer give you a blank check. Finally, I am told of the term APE’S …”ANOTHER POLITICAL EMERGENCY” which is a law enforcement expression when there is a political request to injure or reward a citizen. Would you comment on this activity? You can reach me at www.voiceofmodesto.org and click on The Morning Mayor at 9
